JOB SUMMARY

This position directs the operations of the Solid Waste Department as well as the operation of county landfill sites to ensure compliance with EPD rules and regulations.

MAJOR DUTIES

  • Plans, directs, manages, and supervises all department activities and personnel.

  • Develops the annual department budget; monitors expenditures under the current budget.

  • Develops and implements department policies and operating procedures; monitors department activities to ensure compliance with policies, procedures, and applicable laws.

  • Directs the training, assignment, supervision, evaluation, and discipline of personnel.

  • Ensures departmental compliance with Georgia Environmental Protection Department (EPD) regulations; completes required reports.

  • Directs the maintenance and repair of landfill equipment; negotiates and coordinates contracts for the repair of equipment.

  • Purchases equipment, parts, and services for landfill operations; acquires purchasing numbers and bid specifications for large purchases.

  • Oversees and approves the invoicing of services, supplies, and parts.

  • Develops short- and long-range plans for the department.

  • Works with consulting engineers on ongoing landfill monitoring and compliance issues.

  • Develops and designs site suitability plans for the expansion of the landfill.

  • Oversees landfill construction by contractors and consulting engineers.

  • Files, reviews, and certifies state EPD electronic data system reporting.

  • Prepares a variety of regular and special reports, including operations and cost reports.

  • Coordinates department activities with other departments and agencies.

ADDITIONAL DUTIES

  • Performs other work as required or when directed by administration.

  • In the event of an emergency, all Camden County employees are considered essential and may be required to perform alternate duties.

SUPERVISORY CONTROLS

The Deputy County Administrator assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include relevant state and federal laws, state EPD regulations, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied management, supervisory, technical, and administrative duties. Strict regulations contribute to the complexity of the position.

  • The purpose of this position is to direct the county's landfill operations. Successful performance helps ensure the proper disposal of solid waste in compliance with all state and federal requirements.

CONTACTS

  • Contacts are typically with elected and appointed officials, department personnel, other county employees, contractors, vendors, engineers, contractors, representatives of state and federal agencies, and members of the general public.

  • Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, bending, crouching, or walking. The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

  • The work is typically performed in an office or outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Solid Waste Operations Manager, Solid Waste Environmental Compliance Manager, Landfill Supervisor, and Administrative Coordinator.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.

  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.

  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Possession of or ability to readily obtain State of Georgia certification as a Certified Landfill Operator.
